Ãèãèåíè÷åñêèå íîðìàòèâû îðèåíòèðîâî÷íûå áåçîïàñíûå óðîâíè âîçäåéñòâèÿ (ÎÁÓÂ) âðåäíûõ âåùåñòâ â âîçäóõå ðàáî÷åé çîíû (äàëåå - Íîðìàòèâû) ðàçðàáîòàíû â ñîîòâåòñòâèè ñ Ôåäåðàëüíûì çàêîíîì «Î ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîì áëàãîïîëó÷èè íàñåëåíèÿ îò 30 ìàðòà 1999 ãîäà, ¹ 52-ÔÇ (Ñîáðàíèå çàêîíîäàòåëüñòâà Ðîññèéñêîé Ôåäåðàöèè, 1999, ¹ 14, ñò. 1650) è Ïîëîæåíèåì î ãîñóäàðñòâåííîì ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîì íîðìèðîâàíèè, óòâåðæäåííûì ïîñòàíîâëåíèåì Ïðàâèòåëüñòâà Ðîññèéñêîé Ôåäåðàöèè îò 24 èþëÿ 2000 ãîäà, ¹ 554 (Ñîáðàíèå çàêîíîäàòåëüñòâà Ðîññèéñêîé Ôåäåðàöèè, 2000, ¹ 31, ñò. 3295). 1.2. Íàñòîÿùèå Íîðìàòèâû äåéñòâóþò íà âñåé òåððèòîðèè Ðîññèéñêîé Ôåäåðàöèè è óñòàíàâëèâàþò áåçîïàñíûå óðîâíè ñîäåðæàíèÿ âðåäíûõ âåùåñòâ â âîçäóõå ðàáî÷åé çîíû. 1.3. Íàñòîÿùèå Íîðìàòèâû ÿâëÿþòñÿ âðåìåííûìè è óñòàíàâëèâàþòñÿ ñðîêîì íà 3 ãîäà. 1.4. Íàñòîÿùèå Íîðìàòèâû ðàñïðîñòðàíÿþòñÿ íà ðàáî÷èå ìåñòà íåçàâèñèìî îò èõ ðàñïîëîæåíèÿ (â ïðîèçâîäñòâåííûõ ïîìåùåíèÿõ, â ãîðíûõ âûðàáîòêàõ, íà îòêðûòûõ ïëîùàäêàõ, òðàíñïîðòíûõ ñðåäñòâàõ è ò.ï.). 1.5. Íàñòîÿùèå Íîðìàòèâû èñïîëüçóþòñÿ ïðè ïðîåêòèðîâàíèè ïðîèçâîäñòâåííûõ çäàíèé, òåõíîëîãè÷åñêèõ ïðîöåññîâ, îáîðóäîâàíèÿ è âåíòèëÿöèè, äëÿ êîíòðîëÿ çà êà÷åñòâîì ïðîèçâîäñòâåííîé ñðåäû è ïðîôèëàêòèêè íåáëàãîïðèÿòíîãî âîçäåéñòâèÿ íà çäîðîâüå ðàáîòàþùèõ. 1.6. Íàñòîÿùèå Íîðìàòèâû óñòàíîâëåíû íà îñíîâàíèè ðàñ÷åòîâ ïî ïàðàìåòðàì òîêñèêîìåòðèè âåùåñòâ, ñ ïîìîùüþ èíòåðïîëÿöèé è ýêñòðàïîëÿöèé â ðÿäàõ ñîåäèíåíèé, áëèçêèõ ïî õèìè÷åñêîé ñòðóêòóðå, ôèçè÷åñêèì è õèìè÷åñêèì ñâîéñòâàì è õàðàêòåðó äåéñòâèÿ. 1.7. Íàñòîÿùèå Íîðìàòèâû ïðèìåíÿþòñÿ äëÿ óñëîâèé îïûòíûõ è ïîëóçàâîäñêèõ óñòàíîâîê íà ïåðèîä ïðåäøåñòâóþùèé ïðîåêòèðîâàíèþ ïðîèçâîäñòâà.  îòäåëüíûõ ñëó÷àÿõ, ïî ñîãëàñîâàíèþ ñ îðãàíàìè Ãîññàíýïèäíàäçîðà, äîïóñêàåòñÿ ïðè ïðîåêòèðîâàíèè ïðîèçâîäñòâà èñïîëüçîâàíèå ÎÁÓ ñ âåëè÷èíîé íå ìåíåå 1 ìã/ì3. Ïðèìå÷àíèå ê ðàçäåëó IIÍàçâàíèÿ èíäèâèäóàëüíûõ âåùåñòâ â àëôàâèòíîì ïîðÿäêå ïðèâåäåíû, ãäå ýòî áûëî âîçìîæíî, â ñîîòâåòñòâèè ñ ïðàâèëàìè Ìåæäóíàðîäíîãî ñîþçà òåîðåòè÷åñêîé è ïðèêëàäíîé õèìèè, ÈÞÏÀÊ (International Union of Pure and Applied Chemistry, IUPAC) /ãðàôà 2/ è îáåñïå÷åíû ðåãèñòðàöèîííûìè íîìåðàìè Chemical Abstracts Service (CAS) /ãðàôà 3/ äëÿ îáëåã÷åíèÿ èäåíòèôèêàöèè âåùåñòâ.  ãðàôå 4 ïðèâåäåíû ôîðìóëû âåùåñòâ. Âåëè÷èíû Íîðìàòèâîâ ïðèâåäåíû â ìã âåùåñòâà íà 1 ì3 âîçäóõà /ãðàôà 5/.  ãðàôå 6 óêàçàíî ïðåèìóùåñòâåííîå àãðåãàòíîå ñîñòîÿíèå â âîçäóõå â óñëîâèÿõ ïðîèçâîäñòâà (ïàðû, àýðîçîëü è èõ ñìåñü). Èñïîëüçîâàíû ñëåäóþùèå îáîçíà÷åíèÿ: Î - âåùåñòâà ñ îñòðîíàïðàâëåííûì ìåõàíèçìîì äåéñòâèÿ, òðåáóþùèå àâòîìàòè÷åñêîãî êîíòðîëÿ çà èõ ñîäåðæàíèåì â âîçäóõå, À - âåùåñòâà, ñïîñîáíûå âûçûâàòü àëëåðãè÷åñêèå çàáîëåâàíèÿ â ïðîèçâîäñòâåííûõ óñëîâèÿõ, ï - ïàðû è/èëè ãàçû, à - àýðîçîëü, ï + à - ñìåñü ïàðîâ è àýðîçîëÿ, + - ñîåäèíåíèÿ, ïðè ðàáîòå ñ êîòîðûìè òðåáóåòñÿ ñïåöèàëüíàÿ çàùèòà êîæè è ãëàç; ñèìâîë ïðîñòàâëåí âñëåä çà íàèìåíîâàíèåì âåùåñòâà. Äëÿ óäîáñòâà ïîëüçîâàíèÿ Íîðìàòèâàìè ïðèâåäåí óêàçàòåëü íàèáîëåå ðàñïðîñòðàíåííûõ òåõíè÷åñêèõ, òîðãîâûõ è ôèðìåííûõ íàçâàíèé âåùåñòâ è èõ ñèíîíèìîâ (ïðèëîæåíèå 1), óêàçàòåëü ôîðìóë âåùåñòâ (ïðèëîæåíèå 2) è íîìåðîâ CAS (ïðèëîæåíèå 3). ÏÄÊ - êîíöåíòðàöèÿ âðåäíîãî âåùåñòâà, êîòîðàÿ ïðè åæåäíåâíîé (êðîìå âûõîäíûõ äíåé) ðàáîòå â òå÷åíèå 8 ÷ è íå áîëåå 40 ÷ â íåäåëþ, â òå÷åíèå âñåãî ðàáî÷åãî ñòàæà íå äîëæíà âûçûâàòü çàáîëåâàíèé èëè îòêëîíåíèé â ñîñòîÿíèè çäîðîâüÿ, îáíàðóæèâàåìûõ ñîâðåìåííûìè ìåòîäàìè èññëåäîâàíèé â ïðîöåññå ðàáîòû èëè â îòäàëåííûå ñðîêè æèçíè íàñòîÿùåãî è ïîñëåäóþùåãî ïîêîëåíèé. Âîçäåéñòâèå âðåäíîãî âåùåñòâà íà óðîâíå ÏÄÊ íå èñêëþ÷àåò íàðóøåíèå ñîñòîÿíèÿ çäîðîâüÿ ó ëèö ñ ïîâûøåííîé ÷óâñòâèòåëüíîñòüþ. ÏÄÊ óñòàíàâëèâàþòñÿ â âèäå ìàêñèìàëüíî ðàçîâûõ è ñðåäíåñìåííûõ íîðìàòèâîâ. Äëÿ âåùåñòâ, ñïîñîáíûõ âûçûâàòü ïðåèìóùåñòâåííî õðîíè÷åñêèå èíòîêñèêàöèè (ôèáðîãåííûå ïûëè, àýðîçîëè äåçèíòåãðàöèè ìåòàëëîâ è äð.), óñòàíàâëèâàþòñÿ ñðåäíåñìåííûå ÏÄÊ, äëÿ âåùåñòâ ñ îñòðîíàïðàâëåííûì òîêñè÷åñêèì ýôôåêòîì (ôåðìåíòíûå, ðàçäðàæàþùèå ÿäû è äð.) óñòàíàâëèâàþòñÿ ìàêñèìàëüíûå ðàçîâûå êîíöåíòðàöèè; äëÿ âåùåñòâ, ïðè âîçäåéñòâèè êîòîðûõ âîçìîæíî ðàçâèòèå êàê õðîíè÷åñêèõ, òàê è îñòðûõ èíòîêñèêàöèé, óñòàíàâëèâàþòñÿ íàðÿäó ñ ìàêñèìàëüíî ðàçîâûìè è ñðåäíåñìåííûå ÏÄÊ. Ñðåäíåñìåííàÿ ÏÄÊ - ñðåäíÿÿ êîíöåíòðàöèÿ, ïîëó÷åííàÿ ïðè íåïðåðûâíîì èëè ïðåðûâèñòîì îòáîðå ïðîá âîçäóõà ïðè ñóììàðíîì âðåìåíè íå ìåíåå 75 % ïðîäîëæèòåëüíîñòè ðàáî÷åé ñìåíû èëè êîíöåíòðàöèÿ ñðåäíåâçâåøåííàÿ âî âðåìåíè äëèòåëüíîñòè âñåé ñìåíû â çîíå äûõàíèÿ ðàáîòàþùèõ íà ìåñòàõ ïîñòîÿííîãî èëè âðåìåííîãî èõ ïðåáûâàíèÿ.  òå÷åíèå ñìåíû ïðîäîëæèòåëüíîñòü äåéñòâèÿ íà ðàáîòàþùåãî êîíöåíòðàöèè, ðàâíîé ìàêñèìàëüíî ðàçîâîé ÏÄÊ, íå äîëæíà ïðåâûøàòü 15 ìèí è 30 ìèí - äëÿ àýðîçîëåé ïðåèìóùåñòâåííî ôèáðîãåííîãî äåéñòâèÿ è îíà ìîæåò ïîâòîðÿòüñÿ íå ÷àùå 4 ðàç â ñìåíó. Âåëè÷èíû íîðìàòèâîâ àýðîçîëåé (â òîì ÷èñëå è äëÿ àýðîçîëåé â ñóììå) íå äîëæíû ïðåâûøàòü 10 ìã/ì3. Ïðè îäíîâðåìåííîì ñîäåðæàíèè â âîçäóõå ðàáî÷åé çîíû íåñêîëüêèõ âðåäíûõ âåùåñòâ ðàçíîíàïðàâëåííîãî äåéñòâèÿ (ïî çàêëþ÷åíèþ îðãàíîâ ãîñóäàðñòâåííîãî ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîãî íàäçîðà) âåëè÷èíû íîðìàòèâîâ îñòàþòñÿ òàêèìè æå, êàê è ïðè èçîëèðîâàííîì äåéñòâèè. Ïðè îäíîâðåìåííîì ñîäåðæàíèè â âîçäóõå ðàáî÷åé çîíû íåñêîëüêèõ âðåäíûõ âåùåñòâ îäíîíàïðàâëåííîãî äåéñòâèÿ ñóììà îòíîøåíèé ôàêòè÷åñêèõ êîíöåíòðàöèé êàæäîãî èç íèõ (Ê, Ê1 ... Ên) â âîçäóõå ê èõ ÏÄÊ (ÏÄÊ, ÏÄÊ1 ... ÏÄÊn) íå äîëæíà ïðåâûøàòü åäèíèöû: . Ñîäåðæàíèå âðåäíûõ âåùåñòâ â âîçäóõå ðàáî÷åé çîíû ïîäëåæèò êîíòðîëþ â ñîîòâåòñòâèè ñ òðåáîâàíèÿìè íîðìàòèâíî-ìåòîäè÷åñêèõ äîêóìåíòîâ, óòâåðæäàåìûõ â óñòàíîâëåííîì ïîðÿäêå. ÑÎÄÅÐÆÀÍÈÅ
